OpenAI Lands on AWS Bedrock: GPT-5.5 Breaks Free From Azure Lock-In

The most consequential AI partnership of the last decade just got rewritten — and the ripple effects are going to land on every enterprise IT roadmap in the next 12 months.

On April 27, 2026, Microsoft and OpenAI quietly amended their landmark partnership agreement. The next morning, AWS announced that GPT-5.5 and Codex were live on Amazon Bedrock. Within 48 hours, the entire architecture of who-buys-AI-from-whom in the cloud changed. Letting OpenAI sell on AWS doesn’t really cost Microsoft any deals it would have closed — those AWS-loyal enterprises were never going to migrate to Azure for one workload anyway. Meanwhile, Microsoft keeps the 20% royalty regardless of where the customer runs.

So Microsoft trades exclusivity it couldn’t fully monetize for a perpetual revenue stream from a competitor’s cloud. That’s a smart trade, as CNBC reported in their analysis of cloud provider partnerships.

OpenAI’s calculus is different. It’s spending an estimated $50 billion on its new AWS deal, and it needs as many distribution channels as possible to amortize that bet. Locking itself to Azure was a 2019 decision that no longer fit a 2026 reality.

The companies that should be worried
